CDR Janice M. Arceneaux is a Doctor of Nursing Practice-prepared Family Nurse Practitioner, U.S. Public Health Service Officer, and national healthcare leader with extensive experience advancing mental health equity, public policy, and care delivery systems for vulnerable populations.

With over two decades of federal healthcare leadership, Dr. Arceneaux has led large-scale initiatives within the Centers for Medicare & Medicaid Services (CMS) and the Indian Health Service (IHS), impacting more than 1.6 million beneficiaries and overseeing programs tied to hundreds of millions of dollars in federal healthcare funding. Her work has focused on improving access, quality, and outcomes for underserved communities through system transformation, policy implementation, and patient-centered care models.

Dr. Arceneaux has completed all academic coursework and clinical training for Psychiatric-Mental Health Nurse Practitioner (PMHNP). Her clinical and academic training emphasizes trauma-informed care, behavioral health integration, and culturally responsive approaches to healing.

Her commitment to justice-impacted populations is both professional and deeply personal.  She has successfully advocated for rehabilitative boot camp program placement, where a prisoner can receive job training and earned General Educational Development (GED) credentials. This experience strengthened her understanding of the critical role that education, mental health support, and rehabilitation play in successful reentry.

Dr. Arceneaux is also the founder of nonprofit initiatives, Moms Against Police brutality and Dads Against Police brutality (http://www.againstpolicebrutality.net), focused on advocacy, awareness, and systemic accountability. Her work centers on addressing the intersection of trauma, justice system involvement, and long-term mental health outcomes.

She currently serves in leadership and policy roles with professional organizations, including the National Academies of Practice, Junior League of Dallas, and Texas Nurse Practitioners, where she contributes to legislative advocacy, professional development, and healthcare innovation initiatives.

Dr. Arceneaux brings a unique combination of clinical expertise, federal policy leadership, lived advocacy experience, and nonprofit vision, making her a strong asset to mission-driven organizations focused on mental health, reentry support, and community healing.
